These judgment factors may be discussed by the Consultant Selection Committee (CSC) to break statistical ties. The CSC may apply any or all of these factors on a project-by-project basis. After discussion, the CSC will use their discretion and collective wisdom to select the most qualified consultant(s) for the project. AUDIT NON-COMPLIANCE The Bureau of Auditing provides a list of firms who are non-compliant with NJDOT Audit requirements. COMPLEXITY Assigning work so that the complexity of work is commensurate with the consultants capabilities. KEY STAFF The scoring for consultant staff will be discussed as it relates to the project. For Construction Inspection projects, Key Staff is the highest rated category and will be discussed in more depth. PROJECT APPROACH This highest rated category in Design, Planning, and Operations projects will be discussed in more depth. PROJECT MANAGER The scoring for consultant PM will be discussed as it relates to the project. PROXIMITY OF FIRM Consideration of firm proximity to the location of the project, if and as appropriate. RELEVANT EXPERIENCE - Experience with consultants not only as evaluated when working for the NJDOT, but also when representing others before the NJDOT, and as subconsultants. WORKLOAD the amount of executed agreements and modifications for all open projects with the NJDOT within the past 5 years will be discussed, along with amounts for any pending agreements. Distribution of workload is vital to insure the health and viability of the industry. Depending on the size and complexity of the project, one of the following options may be considered. 5 year workload - the amount of executed agreements and modifications for the last five years.
