Announce State Police Promotions
Trenton, N.J. - Governor James
E. McGreevey, Attorney General David Samson and Superintendent
Joseph J. Santiago today announced the promotions of 89 troopers
at a ceremony held in the Trenton War Memorial. The new promotions
include all ranks, from front line sergeants, through the
highest command-level positions of lieutenant colonel.
"These Troopers represent the
newest managerial and leadership team of the State Police,"
McGreevey said. Through their continued dedication and service
to the citizens of Ó£»¨ÊÓÆµ, they show why the State Police
is the finest law enforcement agency in the nation."
According to Santiago, "The
future of the Ó£»¨ÊÓÆµ State Police rests on the shoulders
of its leaders. These promotions include forward thinking,
front line supervisors and commanders who have demonstrated
their ability to implement innovative policing and managerial
strategies. They possess the qualities of team leadership
and have established records of dedicated service and achievement
in their State Police careers."
"The State Troopers who
are being promoted are taking another well-earned and important
step in their law enforcement careers," Attorney General
Samson said. "I commend their hard work and their commitment
to excellence as they raise the bar for all law enforcement
personnel."
Friday's promotional announcement
also included two significant civilian appointments within
the State Police. Chief Forensic Scientist, Thomas A. Brettel,
was named Director of the Forensic Science Laboratory Section.
Dr. Brettel will oversee the entire State Police Forensic
Science and Laboratory Operations, which include all DNA and
evidence processing facilities. Managing Division Physician,
Donald Izzi, was named Director of the Medical Services Unit.
Dr. Izzi will supervise and track the medical care of the
State Police enlisted and civilian personnel. These civilian
appointments demonstrate Superintendent Santiago's commitment
to provide opportunity, not only to enlisted personnel, but
also to civilian members of the State Police.
The promotions to the ranks
of lieutenant colonel, major and captain included a couple
of "firsts" for the State Police. They marked the
promotion of the first female and first Hispanic to the rank
of lieutenant colonel. The promotions also included the first
African American and first female to be named as troop commanders,
and first African-American named to head Internal Affairs.
"In addition to satisfying the
operational demands of the State Police, these promotions
represent the beginning of a significant and sustained diversity
shift at the command level of the State Police," said
Superintendent Santiago. "They represent the future of
the State Police and demonstrate that opportunities for advancement
are open to all, regardless of race or gender."
With the appointment of eleven
women and minorities to command-level positions, the State
Police continue to move forward in diversifying all ranks
and bureaus. Those women and minority appointments include:
Major Lori Hennon-Bell (96th Class, June 1980) and Major Juan
Mattos Jr. (91st Class, January 1975) to the rank of Lt. Colonel;
and Lieutenants Gordon Coleman (95th Class, June 1979), Johnny
V. Ellis (95th Class, June 1979), Lanuel J. Ferguson (93A
Class, January 1978), Joseph R. Fuentes (93A Class, January
1978), Marshall Brown (99th Class, July 1982), Wendy J. Galloway
(99th Class, July 1982), Rosanne Manghisi (96th Class, June
1980), Juan Perez (93B Class, April 1978), and Heidi Scripture
(97th Class, April 1981) to the rank of Captain. Each of the
appointments represent over 20 years of service with the State
Police and each has participated in nearly every aspect of
State Police responsibility-- including general road duty
to investigations and administrative functions.
