Sandy Transparency
The purpose of this Transparency section is to provide information on the policies, procedures and funding expenditures of the following Community Development Block Grant- Disaster Recovery (CDBG-DR) programs:
- Reconstruction, Rehabilitation, Elevation, and Mitigation (RREM) Program
- Low-to-Moderate Income Homeowners Rebuilding (LMI) Program
- Fund for Restoration of Multifamily Housing (FRM) Program
- Sandy Tenant-Based Rental Assistance (TBRA) Program
Pursuant to Ó£»¨ÊÓÆµ Senate Bill number S.2825, the Commissioner of the Ó£»¨ÊÓÆµ Department of Community Affairs has prepared this report for the Governor and Legislature. This report details the availability of currently uncommitted CDBG-DR funds and other funds to provide recovery and rebuilding program applicants with interim assistance for mortgage payments and rent. The Ó£»¨ÊÓÆµ continues to prioritize funding housing recovery programs. Therefore, of the $4,174,429,000 of CDBG-DR funds that the State has been allocated by the U.S. Department of Housing and Urban Development (HUD), more than 61% has been dedicated to both homeowner and renter focused recovery programs.
RREM Program: The Reconstruction, Rehabilitation, Elevation and Mitigation (RREM) Program was initially allocated $600 million to provide grant awards to eligible homeowners for activities necessary to restore their storm-damaged homes. Through subsequent rounds of CDBG-DR funding and the transferring of funds from various recovery programs, the RREM Program is now allocated a total of $1.30 billion across all three rounds of CDBG-DR funding.
LMI Program: The Low-to-Moderate Income (LMI) Homeowner Rebuilding Program was initially allocated $40 million in the second round of CDBG-DR funding to provide grant awards to eligible LMI homeowners for activities necessary to rebuild or rehabilitate their storm-damaged homes. Through a subsequent round of CDBG-DR funding and the transferring of funds, the LMI Program is now allocated a total of $50.3 million.
FRM Program: The Fund for Restoration of Multi-Family Housing Program (FRM) has been allocated a total of $651.5 million across all three rounds of CDBG-DR funding and funding transfers. The funding is being utilized for projects to repair or replace multi-family affordable housing within the nine most-impacted counties, as determined by HUD.
TBRA Program: The State transferred $17 million in CDBG-DR funds from other housing recovery initiatives to the TBRA Program in order to provide direct rental assistance to Sandy-impacted renters and, in so doing, prevent Sandy-related homelessness. In the third round of CDBG-DR funding, the State allocated an additional $15 million to the TBRA Program. This funding is in addition to the approximately $5 million of Supportive Services Program funding that supported housing vouchers to very low-income families impacted by Sandy.
State contractor awards associated with the Superstorm Sandy recovery effort are managed by the Ó£»¨ÊÓÆµ Office of the State Comptroller.
