- Question 2: Is the RFP looking for a developer who is willing to develop housing or will scatter site do?
Answer:
The RFP is not seeking to identify a housing developer. Pursuant to its terms, the RFP is seeking proposals for assistance in developing a housing opportunity program to assist housing choice voucher holders living in high poverty areas to relocate to housing in areas offering more economic opportunity and a better quality of life. The RFP contains a detailed Scope of Work describing the consultant’s intended role in helping to design such a program. - Question 3: How long do you anticipate the initial contract to run?
Answer:
The exact contract term has not been determined. The contract will end upon completion of all items outlined in the Scope of Work. - Question 4: Is there an estimated budget amount for this project?
Answer:

Scope of Work #4: Counseling content and management - one of the items listed here is “Assistance in developing a Request for Proposal for a counseling program consultant.” Can you share more information on the role of this consultant? Would this be someone to provide actual counseling services or someone to help build out the counseling program further?
Answer:
The “counseling program consultant” referred to in Scope of Work #4 is the entity that will assist the Department in implementing the housing opportunity program, once the program is developed. The “counseling program consultant” will provide actual counseling services, by interacting directly with voucher holders who may potentially benefit from the program.
